Update New User Groups

I made changes to the user groups on PCF as follows:

• New members are automatically added to "Registered" which requires your first post to be approved before your an official member.
• After your first post on PCF has been approved, accounts are added to "PCF Member", and are able to post without approval.
• 100+ posts on PCF gets you added to the "PCFer" user group.
• PCF VIP has been removed, as we have no plans for VIP memberships in the foreseeable future. Password protected games on PCF will only require a single reply to unlock the passwords.
