What's the biggest challenge in trying to develop your own online poker site? Is it how long it takes to code a poker software?

Beyond the legal issues? Probably trust issues.

I forgot which poker site it was, but it had God mode, where the owner could see everyone's hands. I think that put a little distrust in anyone not legally able to operate a poker site that doesn't have a 3rd party auditor to go over the cash as well as code.

Good points. A lot of players won't play new sites, because it's hard for them to trust their funds online.
