Is it legal to do it in every round?

I have a question though: If someone bets (for example 200), if I put a small chip it counts as a call? If so, is it legal to do it in every round?
 
No matter what bet size you're facing putting a single chip in the pot is a call. If that chip is smaller the dealer will make you match the bet. Even if your chip is bigger. if someone bets 100 and you put in a 5000 chip it's only a call f you don't announce raise.

I thought that if the amount was greater, it would always be a raise, and the other players would have to match it.

Perhaps because when I raised, I always said that I was raising to X, but I never learned that, because it was never applicable to my playing.
