How do you feel about chip dumping at online poker sites? Do you think players should be banned for chip dumping if player to player transfers aren't available?

Chip dumping usually happens when a player can't withdraw funds from a certain site and tries to illegally transfer their balance to another player.
This often occurs on sites that offer freerolls.
In my opinion, any account involved in the dumping process should definitely be banned.
