In poker game, silence is more preferable but little talks here and there can lighten the mood. But inceasant remarks and making silly comments is wrong and can affects the concentration of the players. Talking incessantly during poker games is consider lack of manner and may resuit in some punishment.
 
Over-talking during a poker game can distract other players and make them lack concentration. Light talk from time to time may be acceptable. However, excessive talk and jokes can be ill-mannered at the table. So, it is unacceptable.
 
What are casino rules on talking? How much do they allow? Do they allow it at all?

How do casinos handle the problem? Do they encourage or discourage the problem? I'm thinking they encourage talking to some degree, but I could be wrong.

It is very necessary for players to adapt to the particular atmosphere and rules of each room. A loud game is distracting, but friendly banter definitely enhances the vibe.
