Offline Sports Betting: What gives someone the guts to walk up to the counter and place a bet without carrying any cash?

I have seen people that would walk up to the cashier in sports bet shops and call games, tell the cashier to stake it and they don't have a penny in their pockets. Sometimes, the game plays and they pay the staking amount from the winnings.

If it fails to play, it is at the point of the cashier asking them to pay the staking amount that everyone realizes they didn't come with money. Some bet shops would detain such offenders. Some would seize something valuable from the offenders.

But what would give someone the confidence to walk up to the counter and call games when they don't have a penny on them and in their bank accounts?
 
The cashier suppose to collect money from the the gambler before placing bet for him.That's the standard procedure. Therefore, if a cashier did not collect money from a gambler, it is deemed that the cashier should be held accountable. Gambling is not the type of business you run on credit.
 
This is very common in my area particularly with the people playing virtual bet games. They believe in making money quickly without any financial commitments and they often get into trouble. I believe that the rules need to be obeyed both by the cashier and the gambler. One should never bet on credit.
 
These people just walk up to the counter and start calling games for the cashier to pick. The cashier doesn't know they are not with cash. You know how virtual games have very short timer before the next events starts. They would hurry the cashier to place their games. Only for the bet to cut and they don't have money to pay for the staking amount. Some of them get detained till someone comes to pay the money for them.
