Street Gambling

Gambling in any form, including street gambling, is illegal in my home country, however, gambling is allowed for foreigners visiting in the country. In fact, most of the 5 star hotels have casinos. Interesting, during festivals like Diwali, people are allowed to gamble even on street. Well, they don't allow legally but they don't persecute people for gambling. Have you ever gambled on street?

I know some people that used to play dice in the streets. I wasn’t good at it, so I never played dice.

Does playing poker in a garage count? I played home games/gambled outside on poker a few times.

I used to play poker with my family as a kid. We used ceramic poker chips.

What kinda constitution is that though? If the government is against gambling they should just ban it altogether. Why open it for foreigners alone?
