I think Unity is the way to go if your developing a poker software from scratch.
 
Yes, Unity 3D is an option for online poker games with many restrictions. It helps to keep the same code base and you can export apps for Android, iOS, and the desktop same time. It is too easy to make animations in this Unity game engine. If you plan to add other casino games, as each platform wants to grow, such as Slot, mini-games and more then it will be a bad choice. The web version of Unity called WebGL give poor performance on mobile browser and its too hard to integrate with existing casino platforms.
