Numerous poker rooms enforce different set rules but the common ones are restriction of smoking and phone usage at tables. Rules regarding players' buy-ins together with rebuys and all-in bets exist in particular game areas of these rooms. In order to have a fair and enjoyable game which rules should poker rooms enforce?

I support ban on phone usage. It can be quite distracting. Smokers should have separate room except when other nonsmokers don't mind having a smoker in their midst
 
One rule that I learned the hard way in poker was that any verbal declaration that a player makes on the poker game table is binding. When you verbally say "raise", it is enforced regardless of what your chip action portrays.
 
Most poker rooms have similar rules. no string betting, keep your cards visible, one player per hand, English only during play, and no cell phones at the table. You can't show your cards to other players during a hand, and there's usually a time limit for decisions.

Poker rooms are strictly regulated to make everything fair. Negative verbal actions are prohibited, so watch what you say. No string betting, cards must be visible, only one player per hand, no phones, and the use of English must be used throughout the game.
