Capital or Business idea; Which suppose to come first?

While capital is very important in business, idea is more vital. Therr are many moneybags that don't know where and how to invest their money. I realised that most people that are sourcing funds for business don't really have sound and cohensive business ideas. They think that fund should come first. When the fund become available, they start to mess around with the capital!
What's your thought on this!

The first thing should be a good business idea. I have seen people spend money with no plan and end up failing. It is a good idea that draws capital and not the other way round.

It is the business idea for me that even determines the level of capital that you should likely aim to have. So I always tell people to not just get a business idea first but have a concrete business plan first, before they determine the capital and work to source for it.
